Investment Policy

The Community Foundation’s Investment Committee has been charged by the Board of Directors with the responsibility of managing the Community Foundation’s assets. The committee establishes and reviews investment guidelines and evaluates investment performance on a regular basis.

The investment policy of the Berks County Community Foundation is similar to that of most other community foundations, having a diversified and balanced portfolio. The objective of the investment policy is to provide a return, which will preserve and grow the Community Foundation’s assets, while providing a consistent stream of revenue for grantmaking.

Spending Policy
Annual distribution by the Community Foundation are calculated at 5% of the fair market value of each fund. When annual earnings exceed the current year’s distributions, the excess is retained in endowment principal. This enhanced principal will in turn increase future grants from each individual fund of the Community Foundation. The strategy is intended to grow fund assets, thereby insuring that the funds can fulfill their purpose in perpetuity.

Investment Strategy
The primary investment objective for the foundation is to achieve an annualized total return (net of fees and expenses), through appreciation and income, equal to or greater than the rate of inflation (as measured by the broad, domestic Consumer Price Index) plus any spending and administrative expenses, thus at a minimum maintaining the purchasing power of the foundation. The assets are to be managed in a manner that will meet the primary investment objective, while at the same time attempting to limit volatility in year-to-year spending.
